Physical AP management lifecycle #655

it's most convenient to have the APs in the room bins for setup/teardown, but this is extremely inconvenient for work parties when we are updating/testing them. As a result, the APs need to migrate from one 'correct location' to another depending on what's going to be done with them next. This describes this migration

At the end of the show, APs, power bricks, and PoE adapters all come back to the noc to go in the AP crates,. PoE bin, and AP power bin

At the work party where they are flashed, the PoE adapters are used with the massflash switch (switch 48) to flash them

At the end of flashing, the APs go into the room bins lowconf APs go into the CTF bin reghall APs go into the registration bin

power supplies stay in the central bins (may change later when we have more stansardization on where we use PoE and where we use bricks, but we want a lot of PoE readily available for flashing, so they will probably always be gathered at the end of the show, but we will probably end up leaving the bricks in the per-room boxes
