[ ] Signed in Menu bar. Essentially, the same we have without opening to see the list of working groups and campaigns

Notes about the context of these changes

On removing the sidebar, we might have to remove the margins of the main body of the campaign, WG and proposal pages
General new view for the homepage of an assembly when not signed in
General view of Campaign when signed in. As you can see, the WGs are now accessible from a toolbar under the header of the campaign
