By default ordering by “Most Recent”

Search is an open search by keywords (title/text)
Filter is the ability to filter by tag/themes... Also want to filter by working group
Sort by name, most recent, popularity/votes

Modify the Participatory Budgeting Cycle 4 Proposals component with Search, Filter, and Sorting.
