Docker services no longer run as root
Added aMember_enabled option to socioboard-api/User/config/development.json so aMember can be disabled
Added basic CLI administration for Docker
Added admin GUI to the API
Fixed session keys not loading from config
Reflected all changes in Docker files and ReadMe
Fixed update server crashing (test_url not defined error)
