Update ocean and turtle to HEAD, fix deprecations, use Ubuntu 20.04

Deprecations fixes in this commit:

• Ocean deprecated istring, just use string;
• body as a keyword is deprecated, use 'do' instead;
• scope as a type constraint is deprecated, remove it;
