update workflows in order to fix broken tests

I think if you just remove the RubyGems update, it will work, we should test every version we care about.

I am okay to drop older versions i.e. my normal policy is dropping EOL Rubies... but this gem is used by a lot of code... being conservative with what we drop is probably a reasonable position.

Sorry, I made a slightly different approach and merged it, the test workflow is passing now. Thanks for your effort.
