ini:Convert configs to ini #56

Also update io to commit de4354655bfb7e624f17394123e0e79467af60f4 as ipc-cleanup branch isn't currently working. Note that only two projects run properly: desktop-node-react android-tonic

All other projects show blank screens, but everythig does compile, except for preact projects which because socketsupply/test-dom is no longer available.
