EN-44615: Load licenses from a JSON file rather than an enum #201

Also have a script for fetching the current set of licenses.

Doing it this way rather than a dynamic fetch because the UI makes the interaction between the presentation of the dropdown and domain- selection interesting.

Yep, it's just a static file until we run the refresh next.
