extend standards to include apps

get api calls defined via dataset w/ results in it

1. Need an API call to populate the Standards Drop Down, should return: Lives/BLDS/Open Payroll, Open Expenditures, Open Budget at a minimum (simple SOQL call=ok)
2. For each standard, need to make an API call to get latest implementing datasets including: link to the dataset, link to the App (where appropriate), link to the standard
3. Need to wire in to the ODN site.

Potentially helpful:

1. https://cmd.demo.socrata.com/dataset/-Report-Launched-Apps-URLs-and-Launch-Dates/gjud-dnds should be an updated list of app datasets, double check w/ Hai.
2. Apps URLs + collateral info is at: https://docs.google.com/document/d/1BGSczpzE49Gvdyi4S7KHlbOJoRtaJUTWJyLkgaumQpQ/edit

As a first pass, we can just link here, later on, I'd like to pull all this into the ODN as a first class landing on a standards page.

To Chris to define, plumb something quick w/ URLs, and then to Tosh to wire in.

It's in https://github.com/socrata/opendatanetwork.com/pull/99 and I've got some comments in that PR. Design guidance would be appreciated and we need to do a lot more to that page to make things a little less awkward.
