Update CI for SODA API #1262

What happened: After separation of Hotpot project into SODA API/DOCK/CONTROLLER we need to update CI accordingly so that project can be run independently

What you expected to happen: CI for SODA API should run properly and independently

How to reproduce it (as minimally and precisely as possible):
