What this PR does / why we need it:

The README.md file now briefly introduces TARS, its projects, supported platforms, and important links.
It would be easy for others developers to add more technical analysis links to this document. Added new License.md file for details on the license for using TARS projects.

Which issue(s) this PR fixes: Fixes #236
