Issue/Feature Description:

APIs for Enable / Disable Linstor based replication.
APIs for Configuring Linstor based replication.
API for Start / Stop Replication.
Tests for the APIs.
Migrate any other APIs from legacy code.

Tentative completion : 12th Feb 2021.
