use gelato_release_version to deploy pods #442

What type of PR is this? PR is to use gelato_release_version to deploy pods in multi-cloud HA installation.

Uncomment only one /kind <> line, hit enter to put that in a new line, and remove leading whitespace from that line:

/kind new feature kind bug fix /kind cleanup /kind revert change /kind design /kind documentation /kind enhancement

What this PR does / why we need it: PR is to use gelato_release_version to deploy pods in multi-cloud HA installation.

Overall LGTM. Some nits in the previous review .

Will address these Qs in a follow up PR.. it takes lot of failed travis builds to pass.. Please consider merging this PR. Qs have no impact on result.
