How to handle with storage glacer and deeparchive class header in the api of COPY object #745

As i understand, this code won't work for backends other than AWS. How are we handling it if a user tries to copy the object for other cloud backends?

IMHO, the object in glacer cannot be copied, it need to be recovered first.
