Develop database schema #15

[ ] create initial ERD that could store the data we need

[ ] where could we host it?

On the basic data/schema, I believe it will be something like:

Bill:

id
name
congress
chamber
sponsor (is sponsored by one Member)
co-sponsors (can be co-sponsored by zero or more Members)
actions (will have one or more BillActions)

BillAction (belongs to one Bill):

code
date

Member:

id
name (there is a first/last)
congress
chamber
state
district
committees (will belong to zero or more committees)

Committee:

id
name
chair (will have one Member who is the chair)
members (will have one or more Members on the Committee)
