Went to Paleto Garage to take out a car and it took about 5 minutes before actually showing up, it wouldn't let me in it. I had to then lockpick it to get in. Once I lockpicked it I was able to drive it but nobody around me could see it and to them I was going in and out of the ground rapidly. Couldn't park the car afterwards either.
