Add possibilty to scan for smart-home-devices in adapter config #4

Most iobroker users are using the cloud adapter. So mostly it's not necessary to see the smart home devices. So an enhancement could be to disable to scanning for smart-home-devices in startup.

And whats bad on this? This scan is done one time initial on start of the adapter ... ?!

its not bad .... just an enhancement if its not needed .... thats all
