EnTKF correction #3

These modifications perform some corrections for the Ensemble Kalman filter. Names are corrected (the filter is not localized), a separate abstract class created for unscented Klaman filters, and a short filter description is added in the ReadMe file. Also, some other corrections in the ReadMe file are performed.
