TOC keyword is not interpreted by doconce. #1

What steps will reproduce the problem?
1. Write a file example.do.txt file and put 'TOC: on' in the beginning of the 
file.
2. Compile the file with 'doconce format HTML example.do.txt'.
3. View the resulting file 'example.html'.

What is the expected output? What do you see instead?
According to http://code.google.com/p/doconce/wiki/Description a table of 
contents should be displayed in the html file, but 'example.html' just contains 
the line 'TOC: on', so the keyword 'TOC' is not interpreted by doconce.

What version of the product are you using? On what operating system?
doconce 0.7.3 on Ubuntu.

Please provide any additional information below.

Seems to be fixed in the source repo.
