Reading info from configs

Reads the information (events and partitions) from config files, then parses this to the likelihood. Also tried implementing the prior but the informative ones (in a vector) didn't work, can try more later.

Quite basic some improvements to make:

• think about what types we want things to be
• think about ways to speed up
• fix prior
