Unified repo of TSAF functions #4

Currently, we have the same utilities.R file in all TSAF repos. Consider creating a repository such as https://github.com/sofia-tsaf/utilities and all analyses can fetch the utilities.R collection of functions from there. This allows us to make incremental improvements in one place and apply it to all analyses. This is analogous to maintaining a package and allows similar version control. We can also consider upgrading to a package (pros and cons).
