Incorrect use of <h> tags in titles of Icon Box and Table of Contents #998

In line with the move to use more agnostic tags for headings the following 2 elements should have the tags of titles changed to <p> or <span>:

Icon Box - uses <h3> Table of Contents - uses <h3>
