Oxygen-Only Media Upload

Describe the feature you'd like to see included in Oxygen. A clear, detailed description of the feature you're requesting.

It would be really helpful if there was a way to upload files for use in Oxygen and store them outside the Media Library.

What are the use cases for this feature? e.g. Accessibility, e-commerce store that sells bicycles, etc.

The point of this is to avoid cluttering the Media Library for clients, and also prevent them from modifying or deleting graphics that are important for the site's design that should not be used anywhere else in the content, such as background textures, SVG dividers, image sprites, custom mouse pointers... and other design-specific graphics that should be protected from modification.

Ideally Oxygen would have its own Media Library section where we could upload and organize design assets, and when inserting media we would have the option of inserting from the WP Media Library (where we could still upload media that we do want to be available to the client) or the Oxygen Media Library (which would not be available to the client).
