sync chat and stream so that the live stream "feels live" #15

right now the live stream has 4-7s delay, but the chat is immediate. which makes the chats feel faster than live, and makes live feel slow. one solution is to artificially delay the live stream, syncing live stream timestamps to chat timestamps.... which is complicated.
