Several build8 units were shipped without EEPROM programmed.

Also, update test to point to which components may be faulty. Include additional instructions for bad X3.

The latest 20190922 release checks properly for programmed EEPROM, and prints out possible faulty components for some failing tests. The wiki has instructions for bad X2.
