I tried to observe these again but did not see them. I had some noise issues when my probe was set to 1x that looked like these glitches. Perhaps these are the "pulse skipping" feature of these regulators. I reviewed the datasheet and didn't find anything I wanted to change or experiment with. I think the layout and circuit are okay. Maybe someone will tweak discrete component values to find a better operation point in the future.
