Should loader.js be a dependency or devDependency? #1549

As I've been progressing through the Ember CLI upgrades this story seems to be shifting around. Once the dust settles after https://github.com/softlayer/sl-ember-components/issues/1506 make it what it should be.

It should be a devDependency, which it is.
