Added new DCs, re-arranged DC list alphabetically #46

sao01: BR - SP - São Paulo
wdc:   US - DC - District of Columbia

(WDC is a multi-DC Swift cluster, so it intentionally doesn't include 01 or 04 on the end.)

Sure! created a new PR for it https://github.com/softlayer/softlayer-object-storage-python/pull/47 because I did something weird in this branch earlier, GitHub was acting up per status page and I did something in that period. Anyway, closing this one in favor of #47 which has SAO01 & WDC
