Improve resource, pipe and chest logic

• Add support for arbitrary resource types on a per-miner basis. #13
• Add feature to re-scan for depleted fluid miners when mod setting is changed. #15
• Fix bug that caused chests to be deconstructed even though other miners were still using them. (https://mods.factorio.com/mod/AutoDeconstruct/discussion/615ebb80f37e8bd889cc19b7)
• Only build pipes required to connect actual fluid neighbours (thanks Factorio discord!)
• Add support for asymmetric pipe connection configurations (by using prototype-specified rotation coordinates).
• Reduce UPS usage by eliminating on_built events and filtering on_deconstruction_cancelled event.
• Clean up some target-finding logic, including a potential crash/error if inserter is next to chest but not targeting it.
• Add feature to deconstruct fuel-providing inserters along with burner miner.
• Add feature to not deconstruct miners with fuel-leaching inserters using them.

Pretty sure this PR is complete. Can't think of anything else to add, unless you want to put the new inserter logic under a new setting. Appreciate if @nicolas-lang can test my changes.
