Chore / Bump Rust Version #64

7 What did you implement:

Update lambda-rust container to latest which includes up to rust 1.42.0
Updated dev dependencies to latest and formatted code base - this will fix CI/CD which is currently failing

Note: this is pending the release of a new tag for https://github.com/softprops/lambda-rust/pull/57 which will build the 0.2.6-rust-1.42.0 container

How did you verify your change:

Ran tests locally

What (if anything) would need to be called out in the CHANGELOG for the next release:
