Features:

cmdname -v or cmdname --version print out the version of the package.
cmdname -h or cmdname --help print out the available commands.
cmdname gen -i filename.wgsl -o filename.ts creates a .ts file with predefined content, the transpilation is going to be added in a separate PR.
