Update test app to use latest 76 RC 1 #549

This PR updates 76 test app version to use the latest RC.1 of react native.

As a part of this PR I'm also migrating the app from yarn to npm for consistency with other apps.

Test plan

Run and test react-native-76 app on Android and iOS
