Drop googlecharts requirements #34

Hi there

I'm using Redmine with scrum-pm in intranet environment, where google charts is generally inaccessible. It'd be great to have some self-hosted solution to generate charts.

For a client side solution, I would sugger to use this javascript library : http://raphaeljs.com/. The other solution is a page that generate a flat image chart (png for example).

I'm not planning a rewrite of this feature. If someone will do in better way I'm open for discussion
