Increase awareness of code quality grading with notices at the top of Phase 0 and Phase 1 project specs
- This is being tackled by @leesjensen
Revise outdated language which indicates TAs would manually grade code quality
Provide information about optionally using an inspection.xml file (or similarily named)
- This can come from @19mdavenport
