release is the only part of rdopkg development that isn't automated and requires jruzicka's credentials and arcane magicks.

Automate the release using software factory like DLRN.

Use annotated tags.

If possible, also automate Fedora relase once #137 is done.

This is done, waiting for next release and test with new software factory before closing.

I thoroughly tested new upload-to-pypi over zuul(v3) on 4 rdopkg releases 0.46.0..0.46.3 and it worked fine and fast.
