RFE: patch: generate %changelog for upstream changes #168

We initially dismissed the idea of spamming RPM %changelog with every single commit between two releases, it actually seems to make sense for DLRN continuous use case.

Extend rdopkg patch to generate %changelog entries for upstream/tarball patches.
