get_patches_branch takes Abandoned patches into account #74

Happened when I tried neutron 8.1.2 rebase:

$ rdopkg new-version 8.1.2 
...
## prep_new_patches_branch

Push 8.1.2 to patches/mitaka-patches (with --force)? [Yn] n
## get_patches_branch
ssh -p 29418 apevec@review.rdoproject.org gerrit query --format=JSON project:openstack/neutron limit:1
ssh -p 29418 apevec@review.rdoproject.org gerrit query --format=JSON --current-patch-set 1161
git fetch patches refs/changes/61/1161/1

Patch not validated by CI, use --force to override

But https://review.rdoproject.org/r/#/c/1161 is Abandoned!

Workaround, since RDO has no patches: rdopkg new-version -b 8.1.2
