CD pipeline to push to TestPyPI and PyPI #237

(The issue will not be closed by this PR, which is just setting up the infrastructure)

The TestPyPI release works, see https://github.com/hermes-hmc/hermes/actions/runs/7196939000/job/19602939064 and https://test.pypi.org/project/hermes-test/0.1.0.dev7/

Someone let me know if we need docs for this someplace, e.g. how to install from PyPI / TestPyPI. Maybe a chore for later when actually released.

The CI for the docs is failing. To keep this PR clean, I created #239 to track solving that problem.
