We hit a snag on this. Have emailed interview participants to let them know of the delay & have raised a new PO. Once the PO is ready, I can order the vouchers again and continue with the procedure.

Different PO needs to be raised for vouchers for interview participants. We won't know how many until we finalise all the interviews.
