Update the venue specification to include information about covid/health related policies #90

Describe the change being requested Add questions to the venue specification to cover post pandemic health/venue policies

State the reason for the change The pandemic is not over but the world has opened up - we need to live with this new normal

Describe the impact of the change on other parts of the SSI-EOG There needs to be a small reference to in in the SSI-EOG main sphinx project but the venue specification on GitHub needs updating

Describe any alternatives you have considered (if applicable) We have a separate health policy - but as this is related to the venue it would seem right to go into the venue specification

Additional context The was raised as part of RSECon2022 planning by Claire Wyatt

Get Claire's input for the update and add Claire as a co-author on the updated venue specification.

We could work it into the venue spec as an update or link out to it as an external doc - just putting this in here so we can pickup the convo later.
