As a User I can't transfer $ to other Users #1026

Money transfer doesn't work. I receive an error on the screen.

Steps to reproduce: 1- Log in to web portal 2-Direct your accounts 3-Try to transfer money

Actual result: I can't transfer money Expected result: I can transfer money to other users.
