As a user, I can't transfer money to other users. #1038

Money transfer is not working. Can't transfer money to other user. Error pop-up appears.

Steps to reproduce 1- Login to web portal 2- Direct to your accounts 3- Try to transfer money

Actual result: I can't transfer money. Expected result: I can transfer money to another user.
