[Breakdown] - Patents, Awards Section(s) #15

This will include the following sections (sections configurable if consultant does not have any): Awards Patents

Create the ability to turn off any of these sections, and add/edit permissions. Certain users should be able to add/edit, but not all. NOTE: Edit capability will be handled in a different story.

Education and Certification are initially complete. Still need Awards and Patents for this to be complete.
