Bump ember-cli to latest version #58

This will probably require a bunch of changes, but hopefully not bumping client-side dependencies (e.g. ember, ember-data).

This can only really happy when the Ember version is also more recent. For now we will get both Ember and Ember CLI onto the latest in the 1.13.x series.
