Replace bootstrap with tailwindcss #84

This will decouple all markup and css (as well as some javascript, e.g. modals) from bootstrap. Will require re-implementing many parts of the app, but worth it overall.

Currently in progress. Remaining items to complete transition listed below:

[ ] Replace existing icons with a newer set, e.g. from Refactoring UI (probably employing ember-svg-jar for use in app
[ ] Ensure reasonable first pass at responsiveness (at least not worse than bootstrap version)
[ ] Audit all pages (routes) to ensure reasonable bare bones design/styling
[ ] Upgrade tailwind to 1.0 (either beta or released version)
[ ] Ensure flash messages are rendered nicely
