Configurable page templates

Currently there's a built in page template which can't be edited.  It would be 
better to have it configurable.  It would be even better to have different 
templates for admins and regular users.  This would be very helpful for 
semi-open wikis, e.g.:

- Pages created by admins would only be editable by admins (without having to 
manually add specific headers).
- Pages created by users would only be editable by those users (would have 
their email address listed in the editors: header).

There can now be different templates for admins, authenticated and anonymous
