can't edit privacy settings #48

What steps will reproduce the problem?
1. click the first link (the username) in the top right page corner after a 
user logs in 
2.
3.

What is the expected output? What do you see instead?

The privacy page is expected. Instead, what I see is "This page does not 
exist." with a button "create it".

What version of the product are you using? On what operating system?

GAEWiki snapshot from 2010-11-09, on Windows.

Please provide any additional information below.
