Make it easier to use the default parent pom #324

To make it simpler and more straightforward to use the default parent pom:

  1. Make it possible to release an integration component that refers the default parent pom - without requiring gpg-signature (as imposed by the sonatype parent).
  2. Make it easier to use the default parent pom as basis for a corporate parent pom. For example: a) add default (commented out) sections for scm, repos and distributionManagement with comments on how to use them. b) make sure the default parent does not loose anything vital if the sonatype-parent is ripped out from the pom (like project.build.sourceEncoding)

Also declare the javadoc-plugin with version, it's now declared in the oss-parents release-profile.
