discussion during the sprint refinement:

what is the definition? members still struggling with this, is the definition of commission and our understanding the same? INSPIRE standard could be reference for this

identify either (or combination) of AI and business rules (e.g. classification, georeferenced data, completeness of data quality, ...)

suggestion by Giovanni That is: 1)with harmonised re-use conditions; 2) with minimal legal and technical restriction and free of charge; 3) available in a machine-readable format and via application programming interfaces (APIs); 4) geospatial; 5) in accordance with Union law on the protection of individuals with regard to the processing of personal data; 6) of relevance for the re-use of public sector information falling within the scope of this Implementing Regulation, notably where those Union acts lay down common requirements for data quality and interoperability; 7) Creative Commons (‘CC’) licences. 8) INSPIRE DATA THEMES (as defined in Annexes to Directive 2007/2/EC) - Soil (III)

At JRC meeting Panos Panagos also proposed an idea of dataset with national coverage as being of high-value. However this is not in line with practice for example for Belgium.
