APIs - Technical documentation update #45

Please revise chapter and subchapters. Divide it to Functionality (description of what is delivered in 1st prototype) and Future work (everything else). Provide links to currently available APIs.

I updated the intro to APIs and added a link to the SPARQL endpoint. Please revise. I believe that other APIs will not be part of the first prototype. Maybe something from Hale?

@Somakanthan are there any APIs that can be added from the Hale Connect/Studio?
